You cant actually short the cash VIX.
You short VIX Futures.
Short VIX Futures usually has +ve carry "most of the time"

But there is no free lunch and every now and again the short VIX's get destroyed.
You can achieve a short VIX exposure with a low fee by buying the SVXY ETF though any brokerage account.
